„Kyzyl CHP" – the largest energy enterprise in the Republic of Tuva, part of the Yenisei TGK-13 – a subsidiary of OJSC Kyzylskaya CHPP. Located on the eastern border of the city of Kyzyl with the urban-type settlement Kaa-Khem. Story In 1951, on the initiative of the leadership of Tuva, the Gidrokommunenergo Institute developed a project for the Kyzyl power plant. It was approved by the order of the Council of Ministers of the USSR on February 18, 1953. The design assignment provided for the installation of three domestic-made steam boilers with a capacity of 20 tons of steam per hour, and two steam turbines with a capacity of 2500 kilowatts. Then they were replaced by Czechoslovak-made boilers and turbine generators with the same technical characteristics. In May 1955, the construction of the power plant began. And on November 28, 1958, the first start-up complex of the Kyzyl steam turbine power plant under construction gave industrial current. This day is considered to be the birthday of the station. Specifications The CHP plant uses coal from the Kaa-Khem open-pit mine; recently, the possibility of using coal from the Krasnaya Gorka mine has been considered. The CHPP has 14 boilers of various brands, 2 transport galleries for coal supply, 2 main chimneys. There are 6 boilers BKZ-75-3FB (No. 9-14) in operation. 4 turbine generators with a capacity of 2×2.5 MW (AK-2.5-35) and 2×6 MW (AK-6-35) were installed. Work on the construction of boilers No. 15 and 16, according to the CHPP development program, designed to replace the previous 14 boilers, was interrupted in the early 90s due to the economic crisis. In addition to the installation of boilers, the program provided for the installation of new turbine generators, which would increase the capacity of the CHP to 40-48 MW. However, to date, the owner is not considering the possibility of upgrading the station. The previous modernization program is technically outdated. The CHP unit turned out to be unfinished. All generated electricity is consumed by the Kyzyl CHP and Tyvaenergo. The power system of Tuva is designed to consume no more than 120 MW of electricity. In December 1995, the Khandagayty-Ulang 110 kV power transmission line was connected and the supply of electricity from the IES of Siberia to the western energy system of Mongolia began. loads consumption reached 169 MW. Thus, the electricity deficit amounted to 49 MW. In the spring of 2010, a mobile gas power plant of 25 MW was delivered to the republic, which was installed at the substation in the city of Kyzylskaya. However, this, like the expected completion of the republican ring (the second stage of the Chadan – Shagonar 220 kV – additional 25 MW), will not solve the problem of the republic’s energy shortage. At the first stage of the development of the Elegest field of the OPK, at least 90 MW of capacity is needed. This and other projects of the republic are hampered by the lack of energy capacity. Construction of a 300 MW modular thermal power plant is considered salutary. In 2011, the construction of a 220 kV transmission line between the Chadan substation and the Kyzylskaya substation was completed. The energy ring of the republic is closed. In 2014, the modernization of both of these substations was completed. The total flow of electricity to the Republic can now reach 280 MW of capacity, of which up to 100 MW can be transmitted to Western Mongolia, whereas previously it was limited to 62 MW (2 110 kV circuits of the Chadan SS – Khandagayty SS – Ulangom SS) … The current heat deficit in the city is over 110 Gcal / h. In fact, the construction of a new building of the Arbitration Court of the Tyva Republic in the center of Kyzyl was delayed for two years due to the search for and allocation of heating facilities. Ecological problems According to meteorological data, the Kyzyl CHPP was supposed to be built on the western outskirts of the city, but for the sake of transport benefits it was built on the eastern outskirts of the city, without taking into account the wind rose. For this reason, smog from a thermal station hangs over the city in winter due to the presence in the Tuva depression. Owners and managers The CHPP has been a part of the Yenisei TGK since 2007 as a 100% subsidiary of Kyzylskaya CHPP OJSC.
